Nice find here - one page, rather detailed stampless folded letter written February 18, 1839 in St Catharines, in hte Niagara Peninsula of Upper Canada, by William Hamilton Merritt - a prominent Canadian legislator also known as the father of the Welland Canal - see links below:

This letter contains maritime content, as the writer talks about a new set of sails for the vessel Hylander from Montreal which will be sent via merchants to Kingston. He talks about transporting maritime ship rigging and sails down the Niagara River via steamboat - and the perils of doing so during bad weather and ice.
Postmark is a FREE FRANK with Merritt's name and then a red Lewistown, New York cross border circular date stamp and then a 12 or 12 1/2 cent manuscript rate applied for the U.S. postage onwards to the final destination - Captain A. Holling in Way County, Pultneyville, Vermont. This would have been Captain Armine Holling, a prominent early lake boat captain who is memorialized - found him on several google searches.
