This item is a wonderful original letter dated 1861, where Lord Russell has written to Queen Victoria, regarding the appointment of a foreign consul....signed at lower right by Lord Russell and signed by Queen Victoria at upper left as approved. Letter is 7x9, folds, Victoria's signature is light, signature of Russell is strong and clear.

Queen Victoria (Alexandrina Victoria; 24 May 1819 – 22 January 1901) was the monarch of the United Kingdom of Great Britain and Ireland from 20 June 1837 until her death. From 1 May 1876, she used the additional title of Empress of India.

Victoria was the daughter of Prince Edward, Duke of Kent and Strathearn, the fourth son of King George III. Both the Duke of Kent and King George III died in 1820, and Victoria was raised under close supervision by her German-born mother Princess Victoria of Saxe-Coburg-Saalfeld. She inherited the throne at the age of 18, after her father's three elder brothers had all died leaving no legitimate, surviving children. The United Kingdom was already an established constitutional monarchy, in which the Sovereign held relatively little direct political power. Privately, Victoria attempted to influence government policy and ministerial appointments. Publicly, she became a national icon, and was identified with strict standards of personal morality.

John Russell, 1st Earl Russell, KG, GCMG, PC (18 August 1792 – 28 May 1878), known as Lord John Russell before 1861, was an English Whig and Liberal politician who served twice as Prime Minister of the United Kingdom in the mid-19th century.

Russell worked for emancipation, leading the attack on the Test and Corporation acts, which were repealed in 1828, as well as towards legislation limiting working hours in factories in the 1847 Factory Act, and the Public Health Act of 1848.

His government's approach to dealing with the Great Irish Famine is now widely condemned as counterproductive, ill-informed and disastrous; however, it has been argued that Russell himself (a "Foxite" populist) was sympathetic to the plight of the Irish poor, and that many of his relief proposals were blocked by his cabinet or by the British Parliament.
