THE GREAT TRIBES OF 'IRAQ
the cities the population of `Iraq is almost entirely tribal. That
is, the population is divided into collections of kindred families
which form communities under the leadership of their own chiefs, or
In the Plain there are Baduin (or Bedouin) tribes, who are nomadic
pastors of camels, sheep and horses. There are also cultivator
tribes near the rivers ; there are semi-settled semi-nomadic tribes
; and there are marsh tribes.
Visitors to `Iraq travelling on either the air or the overland
routes will probably see (at the appropriate time of year) herds of
camels moving in the Syrian desert tended or pastored by Arabs,.
whose black tents differ little from those in which Abraham lived.
On the habits and customs of the Baduin tribes there is an extensive
literature. The Syrian desert is the home of the great tribe of the
Anaizah. The Shammar, living between the Tigris and Euphrates in the
north, and the Dhafir in the south, make up with the Anaizah the
three chief Baduin tribes of `Iraq.
It is easy to observe in `Iraq various stages of tribal development
from the nomad of the desert to the riverain cultivator. The
semi-pastoral tribe which lives near the river in the hot weather
and sends its flocks out into the desert during the winter can be
seen on the Upper Euphrates.. Around Baghdad is to be found the
tribesman who handles his spade in the vicinity of an up-to-date oil
engine. In the south are the marshmen who tend their buffaloes from
canoes (their only means of transport) ; the ancestors of these were
a thorn in the side of the Kings of Babylonia.
In their transition from the desert to the sown (where this has
taken place), the tribes of 'Iraq. have lost little of their tribal
characteristics and few of their customs. Blood feuds still run
strong. Wealthy cultivators still take a pride in living in black
tents, while the marshman's guest house is but a large reed hut,
even though he and his family may live in a house. The tribes have
their own unwritten codes and methods of punishing offenders and
settling disputes. There are Regulations for Tribal Criminal and
Civil Disputes whereby the Government is empowered to dispose of
such. disputes according to tribal custom. The administration of the
tribal population is one of the chief cares of the Government, which
is fully alive to its obligations in this respect.
