William Jefferson Blythe III, August 19, 1946) is anAmericanpolitician who served from 1993 to 2001 as the42ndPresident of the United States. Inaugurated at age 46, he was thethird-youngest president. He took office at the end of theCold War, and was the first president from thebaby boomergeneration. Clinton has been described as aNew Democrat. Many of his policies have been attributed to acentristThird Wayphilosophy of governance. Before becoming president, he was theGovernor of Arkansasfor five two-year terms, serving from 1979 to 1981 and from 1983 to 1992. He was also the state's Attorney General from 1977 to 1979.
Born and raised in Arkansas, Clinton became both a student leader and a skilled musician. He is an alumnus ofGeorgetown University, where he was a member ofKappa Kappa PsiandPhi Beta Kappa(the latter signifying that he finished in the top 10% of his Georgetown class) and earned aRhodes Scholarshipto attend theUniversity of Oxford. Clinton was elected president in1992, defeating incumbentGeorge H. W. Bush. Clinton presided over the longest period of peacetime economic expansion in American history, and signed into law theNorth American Free Trade Agreement. After failing to passnational health care reform, the Democratic House was ousted when theRepublican Partywon controlof theCongressin 1994 for the first time in 40 years. Two years later, Clinton became the first Democrat sinceFranklin D. Rooseveltto be elected president twice. He passedwelfare reformand theState Children's Health Insurance Program, providing health coverage for millions of children. In 1998, he agrand juryandobstruction of justiceduring a lawsuit against him, both related to ascandal involving a White House intern. He was acquitted by theU.S. Senateand served his complete term of office. TheCongressional Budget Officereported a budget surplus between the years 1998 and 2000, the last three years of Clinton's presidency.
Clinton left office with the highest end-of-officeapproval ratingof any U.S. president since World War II. Since then, he has been involved in public speaking and humanitarian work. Clinton created theWilliam J. Clinton Foundationto address international causes such as the prevention ofAIDSandglobal warming. In 2004, he published his autobiographyMy Life. He has remained active in politics by campaigning for Democratic candidates, most notably forhis wife's campaign for the 2008 Democratic presidential nomination, and thenBarack Obama's presidential campaigns in2008and2012. In 2009, he was named United NationsSpecial EnvoytoHaiti, and after the2010 Haiti earthquakehe teamed withGeorge W. Bushto form theClinton Bush Haiti Fund. Since leaving office, Clinton has been rated highly inpublic opinion polls of U.S. presidents.
