Toppers aremade from wafer paper, its similar to rice paper. It\'s FDA approved and Kosher.

Ingredients:potato starch,water,vegetable oil

They canactually be put on ANYTHING with white icing. Cupcake/Cookie topper images canbe put on anything with white frosting under them, even canned white frosting,it acts as the \"GLUE\". Very easy, like an edible sticker but can bepealed off before eating if you desire

They comepre-cut, and hold up great in the mail.
