The Junior Red Cross was formed in 1917 to encourage school aged children to get involved in relief activities. The Canadian branch was founded in 1919 and mirrored its American counterpart in goals and activities. Part of the fundraising campaign was the sale of Christmas seals. These were issued at the provincial level starting in 1921, and expanded to a national campaign in 1925.
