Early tinplate clockwork Road Sweeper, probably German

This is an early tinplate clockwork Road Sweeper, complete with its little road brush fixed on the front of the vehicle.  the model is marked 'foreign' so it is probably German, or could possibly be Japanese, but we think it is German.  the toy measures 4 and a half inches long, or just under 12 cms.  it is all original, the clockwork mechanism still works, one of the rear wheels is quite rusty.
