Signed letter as Navy Secretary, appointing a Captain in the Navy, dated October 8, 1855
Naval Appointment Signed: \"J. C. Dobbin\", in black ink, 1 page, 8x10. October 8, 1855. Navy Department. In full: \"The President of the United States, by and with the advice and consent of the Senate, having appointed you a Captain in the Navy from the 14th of September, 1855, I have the pleasure to enclose herewith your Commission, dated the 2nd Ins\'t, the receipt of which you will acknowledge to the Department. I am, respectfully, Your obedient servant\". James C. Dobbin (1814-1857), a lawyer graduated from the University of North Carolina in 1832, represented his State in the US Congress as a Democrat (1845-1847), serving thereafter as a state legislator. He was Speaker of the North Carolina House of Commons in1850. As a delegate to the 1852 Democratic National Convention, he worked for the nomination of \"dark horse\" Franklin Pierce, who appointed him Secretary of the Navy (1853-1857). A strong believer in sea power, Dobbin oversaw a rapid expansion of the US fleet. Considered a highly effective Secretary, Dobbin exhausted himself in the job, and died shortly after leaving it. No further information can be found on the appointed Captain. Multiple folds. Corners lightly worn. Stains throughout. Slightly toned. Slightly soiled. Otherwise, fine condition.
