Pogoda Statue

Interesting ceramic item that is marked Made In Occupied Japan. The mark is round and has an MR in the center. Export Items were marked this way between 1945 and 1952.

I am not sure what this is, it reminds me of a vintage aquarium fish tank accessory. Could be a salt and pepper shaker holder. It is a figural pagoda design, with red and black detail.

Measurments are: 3\" tall, 4\" across and 1.75\" in depth. The underside has a blue makers mark as well as 49 in a circle.
