Below is the response from Seiko Japan when I asked about this product.

In reply to your question, we would like to inform you that there remains little information or records on the model today since the production of the model was discontinued more than 20 years ago. The only finding that we could provide you is that the model (Ref No.SKH004) was produced from 1995 until 1997.
