This cover was carried by Sc206, Sc194 and Sc192 for total franking of 32,500 rubles. That is 2500R over the then current rate of 15,000R postage + 15,000 R registration. One Scott SP9 gave 2250R to charity. The 1921 set probably went as a philatelic passenger.
Light Moscow CDS 22 February 1922. Moscow (?) expedite 27 March 1922. Hamburg arrival 4 April 22.
According to Scott, the three stamps on the reverse, B21, B22, B23, were revenue stamps to pay taxes for the exportation of stamps from the Federated Socialist Republic.So, it appears that the sender created an attractive cover for Fraulein Dagmar Kentmann and paid the proper taxes for the and very rare franking.This is the only example I have seen of B21-23 on buyer must make payment, or make arrangements for payment, within4 daysafter sale - otherwise itemmay be withdrawn or offered as second chance.
