This is an 1880 letter signed by Samuel S. Cox, who served as a US Congressman from Ohio from 1857 to 1864, as Congressman from New York from 1869 to 1885, then served as US Ambassador to Turkey for a year before returning again to Congress from 1886 to 1889.
