A little history and info on Victor Obler found on the Just Answer website:This is one of the more recently ‘re-discovered’ maker marks. Although it is fashioned to look very similar to a Sheffield silver plate mark from London with the Panther or Lion’s head for London and the crossed keys for Sheffield, this is actually a 2nd quarter of the 20th century American piece by the Victor Obler Co. of NY. Obler was originally from Russia and came to the US around 1925 via Cuba. His specialty was re-creating authentic reproductions of Sheffield plate items. The mark would be referred to as a pseudo-mark, because it is made to look like it came from a different origin. In the UK, it would not be legal to have a London & a Sheffield Assay mark on one piece. In the absence of the word sterling or 925, this piece would be silver plate. Being a reproduction of Sheffield plate style, it is most likely silver plate over copper.
