The pagealso has the signature ofDavid L. Seymour, who was a member of Congress for New Yorkfrom 1843-1845 and also 1851-1853. Seward was Governor of New Yorkand a U.S.Senator, but is best known as President Abraham Lincoln's Secretary of State during the Civil War, 1861-1865. Webster was one of the most prominent and leading statesmanduring the period up to the Civil War, and was known for his grand eloquence as an orator--his "reply to Hayne", in 1830,was regarded as the most eloquent speechever delivered in Congress.
