This sixteenth cover depicts the 50th Anniversary of the election of President Franklin Roosevelt to an unprecedented third term as President of the United States on November 5, 1940. The cover bears a cancellation from Majuro on November 5, 1990, 50 years after the election. The cover bears one 25 cent \"Roosevelt Elected to Third Term 1940\" stamp.
