Sadly, now that Dungeons & Dragons Editions 3.5 and 4.0 have been released, many of the "new" things for wizards and sorcerers in this book, like spells and feats, are no longer new. But this volume also contains lots of advice on how best to optimize your arcanist character, how to effectively role-play him or her, as well as good advice on skill and feat selection, and good sections on familiars and organizations for arcanists. It's quite nice and has a definite place in my D&D library, but it's not something that you absolutely MUST have. The title of the book idicates that it is for all users of magic, both those who are able to do so simply by virtue of their inborn ability, or blood (sorcerers), and those who study magic from books or tomes (wizards).

It's a gret reference for 3.0 edition, most of the info in it has been updated to 3.5 in the complete series though, though there are a few things in it that youll only find in this book.
What a great book for Dungeon Master's. The book was a graet buy on eBay. I would recommend this book to anyone.
