This coin was minted in 1913 to commemorate the 300-th anniversary of the Romanov dynasty. It depicts the first Romanov-tsar, Mikhail Fjodorovitch and the last Russian emperor Nicholas II. There are two different versions of this coin, one with higher and one with lower relief. High relief variety is one of the most common coins of Russian Empire, about of 1450000 pcs.
