Cover is addressed to Cecil West Darley.

Cecil West Darley, M.I.C.E, I.S.O, born 1842. At 21 years of age emigrated (with brother Frederick) to Sydney & was appointed Govt. Resident Engineer for Hunter River District and Newcastle Harbour Works. Later, appointed Engineering-Chief of N.S.W. Harbours & Rivers & Irrigation Dept., and for a short time was appointed President of Sydney Water Supply &Sewerage Board, and on retiring was appointed Engineer-in-Chief of N.S.W. Public Works Dept. Finally appointed Inspecting & Consulting Engineer for N.S.W. Govt. Died on Oct. 18th 1928\". Cecil West Darley\'s brother Frederick became Chief Justice of N.S.W.
