THELOUISIANA PURCHASE.-There are but few facts in the history of the United Statesof more importance to this Nation than the purchase from France of all the territory known previous to March 10, 1894, as the Louisiana Territory. Owingto the unfriendly actions of the Spanish officers who were in control at NewOrleans, theSpanish not having relinquished all their claims to France, itbecame very evident to President Jefferson that some extreme measure had to betaken in order to carry on successful commercial interests through this partand the interior. In the face of much opposition he instructed Robert R.Livingston of New York, then United States Minister to France, to commencenegotiations with Napoleon I, first Consul of France, with the end in view of acquiringthe title to the City of New Orleans and the Island upon which it was situated.Napoleon I, being in sore need of funds for the equipping of his army, proposedto Mr. Livingston that France sell to the United States the entire Territory ofLouisiana, comprising an unknown area, later found to contain a million squaremiles. Roughly described, the proposed purchase embraced 12 states and two territories:Montana, Colorado, Wyoming, North Dakota, South Dakota, Minnesota, Nebraska,Iowa, Kansas, Missouri, Arkansas, Louisiana, Oklahoma and Indian Territory.

Theprice was fixed at $12,000,000.00 and the settlement of American claims againstFrance amounting to $3,000,000.00 more. Upon the arrival in Paris of James Monroe,special envoy of Jefferson to assist in this work, the purchase wasconsummated. The transfer of Sovereignty from Spain to France, and from Franceto the United States, took place at New Orleans December 19-20, 1803, and forupper Louisiana at St. Louis, March 9- 1 0, 1804. At the time of the purchasemany of the statesmen of this country were of the opinion that the price agreedupon was exorbitant and that the territory acquired would only prove adetriment and hindrance to the nation, but it is a fact today that from thecity of St. Louis alone the United States Government now collects each year ininternal revenue a sum greater than the purchase price of the vast LouisianaTerritory.

Thesentiment which inspires the people of the Mississippi valley in thepreparation of this great Exposition is one in which every American must shareas it celebrates the Centenial of the first extension of the boundaries of theUnited States.

St.Louis, the World\'s Fair city, contains 40,000 acres within her boundaries, theequivalent or 62.1/2 square miles. In population it is fourth in the UnitedStates, having by the last census 575,000 inhabitants. Situated near thegeographical centre of the country and not far from the centre of population,St. Louis is a pivotal point in commerce, industry and finance, making it anideal location for such a World\'s gathering. The aim of the Managers of theExposition is to broaden and educate the American people by bringing to theirnotice in a practical way, the new inventions, discoveries and most improved methodsof carrying on mechanical, agricultural and educational pursuits.

Theformal dedication exercises were held April 30, 1903, which event was made anational one, and was attended by President Roosevelt, Ex-President Clevelandand many other leading statesmen of the country. While the general constructionof the buildings and plan of the grounds may be somwhat similar to those of theWorld\'s Fair and Pan American Exposition, this will not have for its principalfeature, a Ferris Wheel or an Electric Tower but will impress the visitor ashaving been designed by almost superhuman architects. The Cascade Gardens andTerrace of States are more magnificent than any similar display before given.Much credit is due President Francis and his able corps of assistants inconducting so harmoniously all branches and departments of this giganticenterprise.
