Roosevelt was the first son of President Theodore Roosevelt. He was the Acting Secretary of the navy in 1921 when he signed this document. The document, frame & seal are in nice condition but the glass in the frame has been broken. I will ship it as-is or if the buyer prefers I will remove the backing to get the glass out and ship without the glass
The frame has a nice wood backing
