1940 Summer Olympics

The1940 Summer Olympics, officially known as theGames of the XII Olympiad,Finnish:XII olympiadin kisat), and originally scheduled to be held from 21 September to 6 October 1940, inTokyo,Japan, were cancelled due to the outbreak ofWorld War II.The IOC then awarded the Games toHelsinki, Finland, the city that had been the runner-up in the original offerding process. The Games were then scheduled to be staged from July 20 to August 4, 1940. The Olympic Games were suspended indefinitely following the outbreak of World War II and did not resume until theLondon Games of 1948.

With the Olympics cancelled, the major international athletics event of the year turned out to be the annualFinland-Sweden athletics international, held at the newHelsinki Olympic Stadium, exceptionally held as a triple international due to be an Olympic sport in the 1940 Games after ademonstrationat theBerlinGames in 1936.[10][11]The sport has not been featured in any Games since, though the glider designed for it, theDFS Olympia Meise, was produced in large numbers after the war.

PREPARATIONS FOR THE 1940OLYMPIC GAMES

The Organising Committee for the XII Olympic Games was appointed on Aug. 18th1938. Its composition was J. W. Rangell (Chairman), Erik von Frenckell, Johan Helo,Urho Kekkonen, Ernst Krogius, Mauno Pekkala and Hugo Österman. The Chief Secretarywas V. A. M. Karikoski. Thanks to financial support from the Government and the Cityof Helsinki the Organising Committee was in a position to act swiftly.The Helsinki Olympic Stadium had been completed for use in the summer of 1938,though the stands were not in final shape. There were only 24 000 seats, and the wholeof the Eastern side had still to be built. In 1939 the Eastern stands too were completedand, with the aid of a temporary timber structure, accomodation was raised to 62 000.By 1940 the Olympic Village built by the municipality and certain venues hitherto lacking(a velodrome, a rowing stadium and the Ruskeasuo equestrian hall) had been completed.Construction work on a swimming stadium was at an advanced stage but was stoppedwhen war broke out in the autumn of 1939.In its technical arrangements the then Organising Committee took advantage of theexperience gained in previous Games. Preparations were embarked on with great enthusiasm.At a meeting on June 6—9 1939 the I.O.C. approved all the arrangements up to that date.During the summer tickets were being booked in large numbers abroad and in Finland.The world situation meanwhile took a turn in September that compelled the OrganisingCommittee to consider whether or not to continue the preparations. It decided to carryconstruction work on the arenas to a stage that would enable the Games to be held thefollowing summer if the situation improved. This was not the case. In October 1939Finland herself was in a state of emergency and on Nov. 30th had to take up arms in defenceof her independence. May it be mentioned that Helsinki was being bombed by enemy airmenwhen the Organising Committee, sitting in an air-raid shelter, decided the competition foran Olympic fanfare. That fanfare sounded during the Helsinki Games in 1952.When, after the termination of Finland\'s Winter War on March 13th 1940, the questionof the Olympic Games was taken up again, the Organising Committee, meeting on April23rd, finally decided to abandon the preparations for the XII Olympic Games in view ofthe world situation. The Organising Committee proposed, however, to the I.O.C. thatthe first post-war Games should be allotted to Helsinki, the preparations being far advancedand enthusiasm for the Olympic Games still high in Finland.So ended the preparations for the XII Olympic Games.Before going on to the XV Olympic Games twelve years later, here are the names of the47 countries entered for the 1940 Games in the order in which the entries were received.1. Finland.The date fixed for the Opening Day of the XII Olympic Games was July 20th 1940.The programme planned comprised 131 sports events and 14 art competitions.Although the outbreak of World War II dealt a death-blow to the XII Olympic Games,the work carried out in 1938—39 was not in vain. It provided a firm foundation for preparationsfor the XV Olympic Games.

Helsinki Olympic Stadium

The stadium was also the venue forthe first Bandy World Championship in 1957, the firstWorld Athletics Championshipsin1983as well as for the2005 World Championships in Athletics. It hosted the European Athletics Championships in 1971, 1994 and 2012.

It is also the home stadium of theFinland national football team.

The Stadium will close temporarily in 2015 for renovation works and will reopen in 2019.

No Stop to Olympic Preparations

- The Organizing Committee will naturally follow the situation, but at the same time we continue with the preparations as before. For the moment, no reasons of such a gravity have been presented which automatically would interrupt the present, well progressing preparations. There still is a possibility that the international situation could ease up. The state authorities and the city board of directors will give orders to stop the preparations if needed.

What will happen to the 1940 Olympic Games is nowadays commonly asked. We asked yesterday the president of the organizing committee for the 1940 Olympic Games, bank presidentJ.W. Rangellfor his opinion.

- Does Finland have an opportunity to host the 1944 Games if a war prevents holding of the 1940 Games in Helsinki?

- No, even if London would give up its turn, says bank president Rangell. The Olympic Games rules say that if a country is unable to host the Games at a given year, it cannot act as a host for the next games. If this were the case, Finland could host the Games in 1948 at the earliest. - And what comes to the tickets, those who have booked them in advance, are asked to purchase them in due time. Otherwise they might lose their tickets.

The General Secretary of the Games, Lieutenant ColonelV. A. M. Karikoskitold that the present situation has some effect on the arrangements only in few cases. Then, after a careful deliberation, the continuation or discontinuation of a particular undertaking is decided.

The Organizing Committee had informed that it will discuss measures arising from the present situation in its meeting yesterday at 2 o\'clock p.m. The meeting was, however, postponed to next Monday at 9 o\'clock a.m.

The Olympic Commissar of the city of Helsinki, the city real estate directorErik von Frenckellsays as his opinion that at least all construction work on firm buildings and installations, made by the city for the games, should be, in any case, finished. Decisions about this will be made in the beginning of next week.
