This is a Lovely Antique Porcelain White Luster Ware Gold Gilded 3 Foot and rim Toothpick Holder ca. 1930. This measures 2 1/2\" in height including the legs and 2\" round. This is a flaw done in manufacturing - see pics - but of no consequence.
