Unusual mechanical table; Patent Model? Salesman Sample? Tanner\'s table?

Does anybody out there know what this is??
I bought it in 1987 and never found out what the purpose is of thisunusual piece of machinery.
The person who sold it to me thought that it had something to do withmanufacturing leather...The table has two rows of surface bars. With the lever on one side, thetwo rows can alternately be raised and lowered; I tried to show thefunction in pictures #6 (handle pointing downwards and one set of surfacebars are up the other set is down. Putting the handle in the its middleposition, both sets of surface bars are at the same height. Raising thelever to its upwards position will raise the set of surface bars to thetop position and will lower the other set which was on top.
Table measures 6 by 3-1/4 by 2-1/2 inches high; see image with a 12 oz.soda can for size. If you collect unusual gadgets or salesmen samples,this is for you!
