I tried to research this piece I believe from others I have found that look similar it is a Sioux piece, I took lots of pictures most with out flash so you can see actual color
I believe it is dyed Quillwork with Tin cones and feather accent at end of the tin cones. I would have to say it is very old unsure of actual age. It measures 23 inch long X 5 1/2 inch
