A Brief History of The Japan National Railways C11 Engine:

These 2-6-4T engines were first built in 1935; following the design of the first Japanese-built tank engines of the C10 class. This construction program was expedited because the engines imported during the Meiji Period (1868 to 1912) from Great Britain, Germany and the United Stated were old and because suburban traffic in big cities was increasing. A total of 381 were built from 1936 to 1947. They worked all over Japan until 1975. They hauled heavy suburban traffic, worked as both local passenger and freight tank engines, and also served as yard switchers. The C11s were so successful that they became the base of the C12 class of engines. The improved and somewhat smaller versions of the C11s that were built in 1937 were known as \'Little Stars\'. The 2-6-4T wheel arrangement increased coal storage and water capacity.
