Once you pay for the item I no longer have the option to change it. I will not negotiate a refund for shipping after payment is finalized. Postal rates for cardboard envelopes (flats) run from $ .71-1.15 with a limit of 3 ozs.
If you want a heavy duty envelope with tracking you are going to have to request it. USPS raised the cost and you will be charged $2.60 (1-3 ozs.) and $2.72 for (4 ozs.)Ect....
International buyers assume any additional shipping related costs. I offer international but be advised USPS has now made it excessive for small items. I will not ship Internationally to any country not listed on the Global Shipping Program list. I will not ship to the following countries regardless, (AFRICA, MAURITIUS.)
