Back in the \"good ole days\",publishers normally burned or discarded such production art once the comic went to print. This is the actual acetate film, a stat made directly from the original art onto a clear sheet of acetate, which could be revised or overlayedwith additional sheets containing color, backgrounds, text elements, etc, to create the desired image. I bet it would look awesome if used on an overhead projector, and projected onto a white wall or movie screen!
