I think this is a boat rod for saltwater bottom fishing. Could be split bamboo. Rods used in this bottom fishing tended to develop a curve from landing heavy fish. The rod has a tiptop guide that can accept line from both sides. There is a double guide that will allow line to be fed from either side thereby turning the rod correct the curve.

Great rod for any collection or even if you want to renew this old technology.
