Albert Fuller Fowkes was born in Chatham, Kent 22 October 1877, unemployed he attested for the Royal Marines at Chatham 30 January 1893, joining \'E\' Company, Chatham Division Royal Marines Light Infantry the same day. Fowkes joined HMS Edinburgh 17 July 1894, HMS Galatea 16 December 1894, Chatham Division 8 October 1895, Pembroke 28 April 1897, HMS Leander 8 June 1897, Chatham Division 16 January 1901, promoted Corporal 8 January 1902, HMS Repulse 11 January 1902, Tamar 17 April 1902, Naval Depot Wei Hai Wei 1 January 1904, HMS Amphirite 1 March 1905, Chatham Division 27 July 1906, promoted Sergeant 9 May 1906, HMS Resolution 14 June 1906, HMS Magnificent 10 January 1907, HMS Cressy 7 June 1909, HMS Vindictive 29 July 1909, HMS Victorious 23 March 1910, HMS Lord Nelson 12 January 1911, Chatham Division 25 January 1913. Awarded the Long Service & Good Conduct Medal 19 October 1910.

On the outbreak of the First World War Fowkes was serving with \'C\' Company Chatham Division RMLI and was posted to Victory 12 September 1914 for service with the Royal Marine Brigade. He served at Dunkirk 20 September to 2 October 1914 and in the Defence of Antwerp 3 to 9 October 1914 the award of the clasp to his 1914 Star for being under fire during this period is confirmed on the Admiralty Medal roll. Promoted to Colour Sergeant 21 October 1915, Fowkes remained with the Royal Marine Brigade until 8 March 1916 when he joined \'C\' Company Chatham Division and was posted to Ascension Island 12 September 1916. Returning to Chatham 9 May 1919 he was demobilised 31 August 1919 and enrolled in the Chatham RFR from there he enrolled for HM Coast Guard 16 August 1920 and served at Rathmullen, Co Donegal, Ireland.
