This is a vintage, unknown brand, mottled red hard rubber safety pen. It is unusual in that it has a glass nib, unfortunately the nib is chipped at the point so it will need to be replaced. The seals are also not new, though it did not leak in the short time I had it filled. The nib extends smoothly when the blind cap is turned.The MRHR is in good shape, with little fading and no chips or cracks. The cap band is badly brassed, the clip is nicer.
