This photo was taken at the Camp Meade, Pennsylvania. While the unit was training for its deployment to the Philippines during the fall of 1899.

The men are wear 5 button sack coats, mills cartridge belts. They are armed with Krag rifles with the M1896 rear sights. Many of the men are wearing 28 over A devices on their campaign hats to denote which company and regiment they are assigned to. The officers and wearing the M1895 uniform and cap and two of the three officers are arms with M1860 field and staff swords. The Battalion Sergeant Major is in the photo and he is armed with the M1840 NCO sword.
