This is a vintage 1943 \"Bild-A-Set\" toy made by the D.A. Pachter Company.
This three ring circus/carnival variant is especially hard to find, and is in excellent condition.
The cardboard cutouts have never been assembled, or even punched out of their original cardboard sheets.
A truly classic vintage toy, and a wonderful addition to any collection.
