You are looking at a hand painted print done by the WPA Museum Extension Project. The project was set up Franklin D. Roosevelt as part of a stimulus program to get the economy and specialty workers such as artists back to work. There were other parts of the stimulus like roadwork, etc.The piece you are looking at is from Pennsylvania (District 5) and is of a Revolutionary War Virginia Infantry soldier from 1774-75. These were printed from a costume plate and then given to the artists to hand paint. I have been researching these prints and the only ones have seen are in Broward County, FL. library collection and they do not have this one because their collection is incomplete. I am sure there are more available but I personally have not been able to find them.
It is 8/12 inches by 11 inches.
