This is a vintage ceramic figurine trinket box made by Ucagco, Japan.
Most likely from the 1950s-1960s. This design may have been inspired by images seen on antique Victorian Post Cards.
This would look nice in a shabby vintage chic, romantic cottage garden or Victorian style decor.
