Victorian Chatelaine w/ Thimble Case Pin Cushion Scissors Notepad & Tape Measure

You are offerding on a fabulously ornate Victorian Chatelaine. It consists of a three layer head with hook on the back, 5 matching chains holding the 5 matching implements. It is in very good antique condition. The base metal is not corroded or broken anywhere. The hook on the back of the head does not have the original pin, but it is well attached. It does not test as silver and does not attract a magnet. Total length is 13 1/4 inches long.

The head consists of three matching pieces held together with plain rings and it measures 6 inches by 3 inches. The chains hanging from there each end in a swivel and the items attach to the swivel.
First item is the thimble bucket. It has no cover or thimble but does have the navy blue velvet liner. It measures 1 3/4 inches to the swivel.
Second is the pin cushion which consists of two matching covers attached to the worn navy blue velvet cushion. It measures 1 1/2 inches across.
Third is the scissors and holder. The holder hangs from a double chain that attaches to a spring ring and then to the holder. It has its worn navy velvet liner and its scissors. The scissors is marked Schenk Germany and has engraving on the handles. There is a worn spot on each side ofon one of the finger hole rings. There is also remnants of a gold wash between the finger holes. The holder measures 4 1/4 inches to the swivel.
Fourth is the notepad. It measures 3 3/8 inches long by 1 1/4 inches wide. There is a page attached to each cover and one in the center. They are original and have no breaks. There is light writing in pencil and light soil on the pages.
Fifth and last is an item unknown to me. It is round and has a top and bottom. The finial on the bottom spins but the top is fixed. There is a slot in the side of the body, but the piece is empty. It is not a whistle. It could be for coins or stamps, but I am not sure how you would get them out. If you know, please tell me as I am really curious and could not find another one like it. It measures 1 1/2 inches long - It is a tape measure! Thanks to the 2 lovely ers who provided that info. You know who you are! :-)
