Very rare vintage street lamp! It is a carbon arc style street lamp that looks to be from the late 1800s or early 1900s based on some research I did. It appears to be in good condition with all original parts based on the online pictures. Only part that appears to be missing based off of comparison with pictures online is the glass part that would go around the carbon arc. Check the pictures!
