This is a unique piece of metal wire, twisted in a fan shape for holding greeting cards (I think). I have one in my own collection that is shaped like a Christmas tree, so I am pretty sure this is what it was designed for, but could absolutely display other paper wares as well. I also thought it would be great to display an old paper fan collection. It probably dates to the mid century. It is a used vintage item and shows some paint wear- see photos. Measures about 22\" wide x 16\" tall.
