This is Waterford Crystal Master Cutters bowl made in Ireland, part of the Heritage collection, 9\" X 8 1/2\"tall rare collector piece, sorry I do not have the box or COA, but the bowl is marked appropriately. The rim is cut with 4 toothed lobes, and the sides of the bowl flare dramatically to create a stunning effect. This is a very rare piece that is no longer in production and rarely comes up for sale on the secondary market.
