I believe this is a woodblock print and the signature reads, \"McConnell\"!! It is dated 1938, and the title is \"Puber Adolf\" which is Dutch for \"Adolescent Adolf\", a reference to Adolf Hitler!! I am guessing this was a satirical political cartoon for some publication, but I cannot find any historical reference to it or the artist!! It is hand signed and titled!! The paper is in EXCELLENT condition with a little light wrinkling on the right side and a small chip on the lower right corner which will disappear when matted and framed!!
