As Acting Secretary of the Navy, Howell signs a military appointment (1877), which Rodgers forwards as Superintendent of the Naval Academy.
Military Appointment signed: "John C. Howell" as Acting Secretary of the Navy, "C. R. P. Rodgers" as Superintendent. 1page 9½x14. Navy Department, Washington, D.C., 1877 October 8. Appointment to the rank of Midshipman. US Navy Rear Admiral JOHN C. HOWELL (1819-1892) saw naval service in the Mediterranean and Indian Ocean. During the Civil War, he served in the blockade squadron on the Atlantic Coast, and was serving on the frigate USS Minnesota when it was badly damaged by the Confederate ironclad Virginia on the first day of the Battle of Hampton Roads. He was chief of the Bureau of Yards and Docks (1875-1878), during which time he functioned intermittently as Acting Secretary of the Navy. He later commanded the Navy squadrons in the North Atlantic (1877) and Mediterranean (1878-1881). Rear Admiral CHRISTOPHER RAYMOND PERRY RODGERS (1819-1892) served in the Mexican and Civil Wars. In the latter, he participated in the blockade and capture of Florida and Gulf Coast towns, accepting the surrender of St. Augustine and commanding units in the attack on Charleston harbor. From October 1863, he commanded the USS Iroquois, engaged in a worldwide hunt for Confederate raiders. He was chief of the Bureau of Yards and Docks (1871-1874), Superintendent of the Naval Academy (1874-1878) and commander of the Pacific Squadron (1878-1880). Lightly soiled and toned at horizontal and vertical fold creases. Lightly creased and toned. Left edge lightly chipped. Multiple chips and tears with some paper loss at right edge. Tape residue (previous mounting) at lower right corner. Poor contrast due to fading of brown ink.
