Surface scratches are on the case, not the card. I was going to get this reassessed and reslabbed at the national until orders by PSA were turned off.
I had a Hulk Rookie which was similarly centered and it was a PSA 8, I believe this copy would today be regraded an 8 at worst. It is pack fresh with razor sharp corners (as you can zoom in and see).
Exact measurements on centering are (from black border to card edge:
Top 2mm, Left 1.5mm, Right 2mm, Bottom 2.5mm.
