ALBERT GALLATIN. Manuscript LS: "Albert Gallatin" as Jefferson's Secretary of the Treasury, 1p, 8x10. Treasury Department (Washington), 1802 April 28. To Jonathan Burrall Esqr, New-York. In full: "I have to request, that you will be so obliging as to forward the enclosed letter for the Bankers of the United States, at Amsterdam, by the first safe conveyance." The referenced letter was most likely forwarded to Willink & Van Staphorst, a prestigious Amsterdam banking firm, which was one of three that arranged the first Dutch loan to the U.S. in 1782, near the end of the American Revolution (1775-1783). The Dutch banking company's strong reputation enabled it to survive France's domination of the Netherlands, which became the Batavian Republic (1795-1806) until Napoleon Bonaparte renamed it the Kingdom of Holland (1806-1814). Throughout this turbulence, Willink & Van Staphorst continued to trade with the U.S. - a feat that had recently become easier. On March 27 - a month before the date of this letter, France, England, Spain and the Batavian Republic signed the Treaty of Amiens, which temporarily ended the Napoleonic Wars (1800-1815) and the resulting trade restrictions. As a neutral supplier during these hostilities, the U.S. suffered as the British and French issued restrictions prohibiting neutral vessels from delivering goods to the other. Conditions improved briefly, but the fighting in Europe began again in late 1803, bringing with it new blockades and harsher decrees against neutral shipping. Despite these foreign policies that caused America's commerce to decline, Gallatin successfully framed and enforced Jefferson's economic policy to reduce the debt. In 1776, JONATHAN BURRALL (1753-1834) had joined the northern Army under General Schuyler. His talents soon procured him the appointment of Assistant Paymaster, and at the close of the war, a place in the commission for settling the accounts of the Commissary and Quartermaster's departments. In 1789, he became assistant Postmaster-General, then cashier of the United States branch Bank of New York and later, Manager of the New York state lotteries. ALBERT GALLATIN served as Secretary of the Treasury under Presidents Jefferson and Madison from 1801 until 1814, when he was appointed one of the commissioners to negotiate the Treaty of Ghent, which ended the War of 1812.
